No. You need at least a WinCC Runtime. Btw. it's called HMI, not MHI. Obviously you can, by wincc flexible runtime. It's free software normally installs with wincc flexible

You can stop the Runtime by system function. As far as I know there is no way you can enter into settings because whoever developed this HMI project kept autostart runtime to 0 second.
